This amendment would bar the use of funds in the bill for any U.S. dues contribution or voluntary payment to the United Nations if the United Nations implements or imposes any tax on U.S. persons, even though this is not something the UN actually does. This legislation would require the State Department to offset the costs of the bill (which funds veterans' caregivers assistance) at the expense of funding for contributions to international organizations (such as the UN) and peacekeeping activities. This would burden the State Department with financial issues which would harm U.S. foreign policy and international peacekeeping efforts.

4. New START Treaty - Acknowledgement of Terms of Treaty Ratification 111-5 [RC#111-297], Kyl (R-AZ). W=3.

The amendment pertains to the New START Treaty and states that the advice and consent of the Senate to the ratification of the Treaty is subject to the following: understanding from Russia that it cannot use covers, which tend to interfere with inspections and accurate counting of warheads, the United States and Russia reaching an agreement about access and monitoring, and a certification that Russia agrees that it will not deny telemetric exchanges on new ballistic missile systems it deploys during the duration of the Treaty. This amendment would add unnecessary changes to the New START Treaty and would prolong its ratification.

This Treaty, also known as the New Strategic Arms Reduction Treaty (New START), would ratify the pre-existing Treaty between the United States and Russia and would call for further reduction and limitation of strategic offensive arms. The Treaty would govern the reduction, monitoring and inspection of each country's strategic offensive arms.

6. Reauthorization Act - EPA Limitations S. 493 [RC#112-54], McConnell (R-KY). W=3.

This amendment would prohibit the Administrator of the Environmental Protection Agency from increasing any regulation concerning, taking action relating to, or taking into consideration the emission of a greenhouse gas to address climate change. This would decrease the power of the EPA to protect the environment, which in turn would increase the threat of greenhouse gas emissions damage.

This amendment would retract the authority of the U.S. government to provide loans to the IMF (International Monetary Fund), to increase the United States quota to the Fund and certain other related authorities, and to annul appropriated amounts related to these authorities. This amendment would harm U.S. cooperation with the IMF.

This amendment would revise the provisions relating to detainees from the original bill, requiring the Secretary of Defense to submit a report to Congress on detainee matters including legal authority for detention and prosecution, and any existing or anticipated deficiencies in this legal authority. Congress would then have the option to propose legislation to modify or expand the Executive Branch's detention and prosecution power for detainees as necessary based on this report.

This amendment would require the State Department to withhold $4.5 million from its contributions to the International Atomic Energy Agency (IAEA), an amount equal to the monetary value of nuclear technical cooperation the agency provided to Iran, Syria, Sudan and Cuba in 2007. This bill would require the State Department to withhold funding from the IAEA as punishment for agency decisions that have not aligned with U.S. policy, thus hindering multilateral cooperation.

This vote promotes efforts to reduce greenhouse gas emissions that affect global climate change

The bill would require the return to the United States the $179 million overpaid into the United Nations Tax Equalization Fund as of December 31, 2009. This legislation would have harmed U.S. relations with the U.N. and denied funding in the form of U.N. credits which were scheduled to be applied to the U.S. share of U.N. peacekeeping missions and enhancing security at the U.N. building in New York City.

This amendment in particular would completely cut the roughly $42 million allocated to the United States Institute of Peace and instead put that money toward the Spending Reduction account. This amendment would eliminate USIP and its ability to carry out its important work.

This amendment prohibits the use of funds for contributions to the Intergovernmental Panel on Climate Change. The IPCC works to identify and define environmental problems that can alter the long-term state of the environment.
